strcspn() needs a __builtin_strcspn alias when used with glibc

When a program uses strcspn() and optimization is turned on, glibc (after checking __GNUC__ and related macros) makes use of __builtin_strcspn, which pcc does not have. Since pcc does provide a lot of __builtin_ aliases I presume this is just a small oversight.

strcspn() was already added, but not pulled up to the release branch. Also, return type was wrong, fixed now.
